E-bike and E-scooter Safety and Policies

Originally published on May 29, 2026 at salinas.gov.

Did you know that reckless driving or unsafe operation may result in the impoundment of your e-bike or e-scooter? When riding an e-bike or e-scooter, make sure you are riding safe, know the rules, and protect yourself and others. Even though no license, registration, or insurance is needed, you must follow the rules and ride responsibly because unsafe riding puts everyone at risk. By staying alert, together we can keep our streets safe for everyone.

E-Scooter Rules:

Max speed limit of 15 MPH

Riders under 18 must wear a helmet

E-scooters are not allowed on sidewalks

Riders must obey traffic laws and signs

Know Your E-Bike Laws in California:

Class 1: This pedal-assisted bike reaches up to 20 MPH and is permitted on most bike paths. Helmets are required for anyone under 18.

Class 2: This throttle-assisted bike requires no pedaling up to 20 MPH and is permitted on most bike paths. Helmets are required for anyone under 18.

Class 3: This pedal-assisted bike reaches up to 28 MPH. Riders must be 16 or older and wear helmets at all ages. Use is limited to bike lanes or streets, not multi-use paths.

All e-bikes sold in California must have a permanent label that discloses the bike’s classification number, top assisted speed, and motor wattage.

Safety Reminders:

Always wear a proper, properly fitted helmet

No sidewalk riding

Ride respectfully, watch for pedestrians

Stay alert and obey traffic signals and signs

Be alert. Be respectful. Be part of the solution.
